Is security clearance needed for CP if you are working in some sensitive area?

Hi, friends,
One of my friends got checked when she was interviewed by consulate, even her security check and name check have been done before her interview. She was in one of the sensitive majors in TAL (Technology Alert List, http://travel.state.gov/state147566.html). She suggested later CPers to have a security clearance if possible.
Thus, my questions are if you happen to work in those areas or with some looks-sensitive (but actually not) systems (such as me), what documents you need to convince consular to waive security check again (In fact you have already been checked before you have interview, do not know why he/she starts another one after such a short period). Is security clearance enough or what else needed?
When recruited, no security clearance is required for my position and I have not known this issue till her story and after I visited the TAL site and found that I am in one of those areas... :(

This has nothing to do with working in security clearance areas. A part of the CP process is what is called as admin check/ name check/ fbi check and this happens for every primary and derivative candidate. In many cases it happens prior to the interview and in few cases at the time of the interview which causes delays in issuance of the immigrant visa approval.
