Is second FP at discretion of officer?

After 15 months of fingerprints done, it is general view (some say unwritten law) that they loose validity and second FP notice is issued. Does anybody knows more about this. I want to know whether the descision to issue second notice is totally depends on the officer, who deals the case and what per cent of applicants get second notice after first one expires.
