Is revalidation of H-1 possible in Vancouver, Canada with I-797C ??

Hi,

Could you kindly let me know whether I-797C form is an acceptable for for revalidation at the US Consulate in Canada. I plan to go there in a month.
When I transferred company, I had to do within 3 months after coming from India where I had obtained my iniital visa stamping. Since it was such a short time, they gave me I-797C instead of A or B.
Any help will be very useful.

I should say that I have the original I-797 form from my previous company and I-129 from both the companies along with the I-797C from my current company.
I am just wondering whether going to India to get the stamping is the only way.
Also for H-1 extension, can I extend anytime or should I do it only 6 months prior to the expiration date of the current one ? [ the reason am asking is I am wondering whether I can get a proper I-797 through extension instead of I-797C ]
