Is previous AFU stamping will be problem for H1 or H4 processing?

I got AFU stamping when I applied H1B in 1999. And I have been working in Singapore from 2001. Will it problem if I submit my application again for the H1B/H4 processing? Now my wife is working on H1B and which VISA will be recommended for me(H1B/H4)? Thanks for your help.

----- if your wife is working on H1B then you can apply H4 Visa based on her H1B Visa status, remember H4 will NOT allow you to work in US.
