Is premium processing over for H1 applications?

Is premium processing over for H1 applications or still going on? How do we find out when its supposed to stop?
 
It is not stopping for a while now. Only problem is h1B cap. AILA claims that the H1B cap has been reached, so premium processing in moot now.
