is PR person eligble to apply GC for his/her parents?

Hi Gurus,
I recently got my GC. am I eligble to apply for GC for my parents now? if yes, which forms do I need to fill? and how long does it take to receive GC for parents?
I heard that it is better to wait almost five years and after I get my citizenship, then I file for my parents. is it correct?

Joef,
I know somebody with GC who sponsered his parents three years ago and still waiting. I am going to ask him about it and I will post his answer.
is it new law change that PR can not sponser their parents?

There is no new law. You cannot sponsor your parents as a PR.
