Is pending I-140 portable after 180days?

No . I didnt do AC21. Once my I-140 is approved (praying), then my new company will invoke AC21 by sending a letter to INS telling them that Iam being offered a similar position.

My old employer has agreed to proceed with the I-140 application.

So that is what your attorney suggested?

ALso does AC21 require the new employer to send the letter to INS about the new position etc? I thought you could do all that on your own.

I am planning to do the same thing. Havn't found a job yet.
