Is online receipt data same as actual receipt date?

My EB-1OR application was mailed to NSC on Nov 23, 06 by overnight delivery and finally the checks were cleared today. When I checked the case status online using the receipt no. on the back of check, it shows:

Application Type: I140, IMMIGRANT PETITION FOR ALIEN WORKER
Current Status: Case received and pending.

On January 3, 2007, we received this I140 IMMIGRANT PETITION FOR ALIEN WORKER, and mailed you a notice describing how we will process your case...

Can someone please tell me which is my actual receipt date: Nov 24'06 or Jan 03'07 and which date is effective for provisions such as Processing Bulletin, AC21 etc.

Once your I-140 is approved your receipt date in Nov will be your priority date for I-485. Most likely not your notice date in Jan.

received the hard copy today and was quite relieved to see Nov'06 as the date of receipt and Jan'07 as the date of notice. so, for reference of others waiting petition acknowledgement, receive date mentioned in the online system as actually the notice date, actual receive date is the date your petition is delivered to USCIS mailbox.
