If your name gets a hit during IBIS check , then INS will keep your case in pending status till they get clearance from CIA. This might take a long time. It all depends on your luck (how quickly they resolve these issues).

Is there any way to contact CIA to expedite the clearance?.

I don't know. If you came to know (through congressional enquiry) that your case is delayed due to CIA name check, then you have to do some research on the web and try to find out some officials whom you can send an Email to.
 
You can write an email to fbinncp@ic.fbi.gov, but I heard that they have stopped even handling emails, but I am not 100% sure about it.

Hi dsatish,

Applied for citizenship in Nov 2002

Received email from FBI that my namecheck has finally been done.

It was initiated on Jan 21st 2003 and completed on Jan 28th 2005.

Next day after receipt of email my Senator's lawyer told me that FBI name check is done....but CIA name check is still pending.....


Applied for citizenship Nov 2002.
FP: Jan 2003
Interview: Jan 2004

I was under the impression that they do not perform CIA check for N-400 ???

But it looks like that is not true.

Is FBI name check to be done for all applicants?

I got an e-mail from FBI stating that my husband namecheck request was received and sent results back on sameday ( 3rd Oct 2003). Also mentioned that USCIS never issued name check on my name, even though I am the primary applicant.

Do you think its problem or else just they do only men age between age 14 to 60?

They must have started all these checksfor N-400 also. It is really pathetic that they are delaying N-400 cases in the name of these checks.

Interesting question. Does any one have an answer ? My personal thought was that FBI check will be done to all applicants (both primary and dependents)
 
Actually this is a problem and I am one of the victims of this problem.
You should act quickly and send a expediate request to USCIS telling them that they have not issueed your name check till date and more importantly attach the FBI Email as proof.

Even in my case, my name was never requested where as my spouse name check was requested on March7th 2003 and we are Dec 02 filers and our cases are just pending because of my name check pending. So on the advice of one of the forum members, I have written a letter to USCIS on Jan 6th asking for expediate of our case and also I have attached the FBI Email as proof and I came to know that my name check was requested recently on Feb 9th and got cleared on the same day.

I applied MTR to open my I-485, once motion is opened, I will do that.
