Is my case over?

I've read on some article that if my case doesn't get processed before the end of the fiscal year, it gets dismissed, as if I weren't selected basically.

My case number starts with 2021. I submitted the DS-260 form, and kept mailing the KCCDV for further instructions on how to submit the documents, but their response was to wait while my case was being processed. After the end of the fiscal year, they refuse to answer any more questions as my case belongs to a previous year. So, is it over?

Yes, it is over, unfortunately. You were selected for DV2021. The fiscal year for DV2021 ended on September 30th and your case was not approved before the deadline. I don't know if you joined any lawsuits. If you did, maybe you still have a chance to get one of the reserved visas.
