Is it true we can talk to the INS officer after 3 inquiries?

I called the USCIS office(VSC) last week and they mentioned that i can talk to the INS officer directly after 3 status inquiries. I have done 2 till now and would be eligible for the 3rd on Nov 6th. If I do that then I should be able to talk to the officer after Dec 6th. Has anyone gone through this process before?
 
Inquiry would be useless. You can make an appointment to see a USCIS officer via infopass. I think this is better. I made an inquiry, but I have not received any response. I' m doubt that my inquiry was sent to Service Center, or the USCIS, Service Center or officer neglect inquiris intentionlly, because many inquiris had no reponse from USCIS in this forum.
 
How to arrange to see USCIS officer

Regarding to make an arrangement to see USCIS officer, is it possible and useful to make an appointment to see local USCIS officer to discuss a case that is pending at the service center?

My situation is that as a pricipal applicant, my case was approved on Sept 2, 2004. My wife is a derivative of my application, who also got approved at the same date. But my son's case is still pending. I think to call the 1800 number is just waste of time, so if there is anyway to discuss with USCIS officer face to face, I would like to do it.
