Is it true the Law has changed regarding return to US after visa rejection in US consulate?

If you transferred to H1B while already in the country on a different visa (F1 in my case) you can go to a US consulate in Mexico/Canada and apply for the Visa to be stamped on your passport. Now, just in case something went wrong and your visa was differed/denied you could still come back to US as long as you had not been away for more than 30 days (As Jaxen confirmed to me a few days ago on this site).

Someone tells me that effective April 1st this ability to return on the strength of your I-94 stands revoked. Could someone give me independent verification of this bit of news please?
