Is It True That All Perm Cases Are Being Denied? Are There Any Under Process

I think...

Since this was started only in March or specifically March 28th...we should wait for some more time...especially for some of the steps applications should wait 30 days before moving to the next step...I am new to that process myself....

However time should tell and by June Junly we should see some approvals I guess.

Denials

I would not expect any approvals prior to mid or late June at the earliest. If the new PW info. was released March 8 and you adhere to all the PERM rules, it's pretty much impossible to correctly file a PERM case prior to early May, and then you have to wait another 45-60 days for DOL decision according to the DOL. I think lots of people jumped the gun on this and got some early denials due to not following the PERM rules. Let's just be patient for at least another couple of months before making any judgements on how PERM actually works.

It is not mandatory that you wait until you receive the PWD. Consider the following case.

I stay at MI and level 4 wage at MI (which is equal to level 2 wage in the old system) is around 85k. If my employer wants to file for a position that pays 85k, he need not wait for any PWD for advertising. He can just start the process and take a prevailing wage on Mar 8, file it once he receives it..
 
I am agreed. We are not going to see any approval on or before July, most of the Lawyers firm are not procesing yet any applications. The system still under development fixing some glichs. :(
 
i am confused.

If that is the case, why would DOL allow to file PERM on March 28th if the PW was available only from march 8th? THere is only 20 days in between at most.

PW determination and job order can be parallel. It doesn't have to be 30 days waiting. Please correct me if I am wrong.

I believe you are right. I also believe to play it safe and try to avoid any kind of problems with dates, timelines, and prevailing wages. Thus, I feel that one task should be done before the other and not simultaneously. Keep in mind, the SWA may come back with a wage that is higher than what you planned on, and your employer may not agree to pay you that. Labor certification being such a critical process to us, I believe spending a couple of more weeks in order to completely cover all the bases and ensure that all information is 100% accurate when filing unless your current visa is expiring very soon and you have to file quickly for that reason.
