is it risky to apply for gc right now

hi guys
could use your advice

have a job offer and company was ready to sponsor green card after 6 months but they are wavering now - the hr department is being a pain and claim it is risky to apply for green card right now - is that true ? does it
differ in rir and std ?
am considering dropping out of my phd program to work full time - have a bachelor's degree but no masters' degree -

would take me one year to get masters and two and a half to get phd

any advice ?

------------ RIR is better and faster, file your LC now, if the PERM is started in Future it has many restrictions for employers, If you file LC now you will have early PD
