Step 1: person files Eb1-OR concurrent with I-485 and both get denied. I-485 gets denied due to denial of I-140.

Step 2 : After 3 months, person also files NIW (non concurrent). NIW gets accepted.

On NIW approval, it possible for a person to reopen that old I-485.
If yes, how is it time wise?

What do you mean "after 3 months". you mean 3 months after the filing of OR or 3 months after the denial?

I believe that once I-485 is denied the only way to salvage it is to appeal the denial of underlying I-140 and have the decision reversed.
