Is it possible to get a FP Notice prior to I-140 AP

Hi Guys,
Is it possible in case of concurrent filing, someone may receive a FP notice even if his I-140 is still in pending state. I guess since FP is related to I-485, technically it can happen, but still wanted to some real life experience on this.
Also LUD for I-485 must change and state that FP Notice has been sent out in right ?
 
I got my FP notice when AP/EAD/140 still pending. Some people stated that the office that handles FP is completely different from other applications. Also, there wasn't a change of message online when they sent out the notice. It was after they recevied the FP result then they changed the LUD.
