Is it possible to apply asylum based on Rebels threat and future persecution?

Dear all,
If a particular person feels unsafe to go back to his home country because the rebels in the region he lives are active, and threaten him if he goes back because he do not like to pay their monetary demands.These rebels are out of control by the Government.They can kill anyone they find suspicious.
And this person feels his Government cannot protect the citizens and he does not have faith in his Government at all because he already underwent civil war.
He fear more on the Rebels than his Government army because the Government cannot protect the people.If he tell the givernment about the monetary demand, he will surely bring hardhips for his family over there.

You can qualify if you demonstrate that the established government is unable or unwilling to control the rebel group. However, a serious problem I see for you is that the harm the rebel group inflicts on you must be on a ground the law provides for: political opinion, religion, race, nationality or membership in a particular social group. That you are a random victim of war violence is NOT sufficient.
