Is it normal: primary applicant approved, secondary still waiting?

A friend of mine got his I-485 approaved (RD: Mar 2002) recently. But wife's case is still pending.

Actually, they sent back RFE at the same time with the same materials. And INS said both RFE are received at the same day (about couple of months ago).

My understanding is: if INS check and approve both cases at the same time, it will save INS lot of time.

So I am wondering if it is a rule of processing: approve primary first, and then secondary? Or INS just forget to check wife's case?

Don't worry, my wife and my son's approval came one day after mine.

ND:4/2/2002
FP2: 12/??/2003
RFE: 2/10/2004
Replied: 2/23/2004
AD for me: 3/10/2004
AD for wife and son: 3/11/2004
 
I believe if there is a issue or information required for secondary applicant, still they hold the approval of primary and any other secondary if.

Probably they will approve every one together. It may not be true for all but most.
 
From the posters on this website, It seems most cases they got
approved together. But from 5 cases around me, in 3 cases the
secondary got approved several months after the primary, and
one(ND 4/02, primary got approved in the beginning of Feb) is still waiting!
