I have an EAD , I am a primary applicant EB3 employment Based – Software
I want to get a Auto Dealers License but don’t want to start my company Untill I get me Green Card as a Part Time Business.

1) Can i appear for the State Exam?
2) Will this affect my GC Processing?

It depends on the requirements of your state; but there's no immigration prohibition to writing an exam for licensure. You don't even need an EAD to do so.

2) Will this affect my GC Processing?

It shouldn't.
