Is it illegal to work for two employers and have two w2 forms at the same time. Basically I work for ne organisation wherein my time is underutilised and I have lot of spare time on an average 4-5 hours out of my work day ao I though of having an another job to get myself some extra money and keep myself sharp at what I do. Will it effect my GC processing in any manner ?
 
You did not mention your work authorization for 2nd employer, is it EAD or GC or 2nd H1. BTW what is your work authorization for the 1st employer?

To answer your question, if you have work authorization for both, lets say you have EAD and use it for both the jobs, then it is legal to work at both the places and get 2 W2s.

As long as you are using the EAD for both... For example, if you use the H1 for one and EAD for another, the H1 will be in trouble. Of course, assuming all other issues (employer restrictions, etc.) are fine.

With the EAD, you can have any form of tax withholdings: W2, 1099, etc.

That's confusing. From what i understand once you start using your EAD (for any given job) you loose your H1B anyhow. So for any additional jobs one would automatically be on EAD status. While on EAd one can do as many jobs as one likes irrespective of whether one gets a w2 or 1099.. But one always have to reamin with the sponsoring Company unless one intends to apply for AC21 to get rid of the sponsoring employer..
 
Sisukapalli has provided the right answer for your situation.
You can either use H1 for 1st job and a 2nd H1 (part time) for 2nd job.
OR
Use EAD for both the jobs.

You cannot use H1 for one job and EAD for another, your H1 will be invalid as soon as you use EAD.
