Is it Common to not get FP/Pic @ POE?

Last weekend I entered in US through AP. Officer at POE didn't take Picture and finger prints.Is it standard or he did mistake?
 
They don't always take FP and photo at the entry point, sometimes they just shepherd you straight to secondary processing. After all they already have our fingerprints and photographs.
