Is INS is strictly going to process by FIFOs

We have been hearing news that INS is being pressured to process 485s in strictly FIFO order. Does this mean we are going to see 99 RD approvals for a while until they clear the many still pending late 98 cases?

Do you think there are a lot of 98 last quarter cases?
How sure can we be that INS would process cases in FIFO?
Even so, FIFO based on what? PD/RD/ND/FP?
On one hand they that cases with expiring FP would get priority (as per many attoneys). On the other, there are directives to process cases in sequence. Since there is no rational basis for deviating from sequential processing, we can not assume a reason why they would follow now! It is just my thought.
