Is going to a job Interviewing without good faith immoral?

I want to ask a question not relatedto immigration.
Or maybe it is related because eventual natualization
rerquires good moral charcater.

My question is: is it morally wrong to go to a job interview
in order to practice interviewing skills without good faith
in actual wanting that job. It is a waste of time
on the otehr side plus recruiters.

This morning I just heard a city government here
require job seekers to pay application fees to apply
for a job in order to screen off the people who
are not serious enough, this of course upset
serious job seekers who are poor.
 
You know there is a guy who does a weekly segment on CNN that this question should be referred to..I believe the email to send questions in is ethicsguy@cnn.com.... :D
