yes, some schools allow you to get in-state tuition after you apply for AOS. You need to let your school know that you need to be taken "out of SEVIS" since you have applied for AOS. Then you are no longer an F-1 student, and can get in-state tuition.
Yes you may. My wife went through same situation. Got married and I applied for I140/I485. She managed to convince the college to have her pay in-state tuition after showing proof that she has been in the state for several years.

Ken, why your wife need proof she has been in the state several years? I been in this school 2 yrs now, this will be my last semester. Should I asking international office (no respond yet) or graduate office?

i think most schools want proof that you are residing in the state where u r studying before they can grant in-state tuition. check with the bursar. if u r in the state where u r studying for 2 yr. and show them ur rental agreement, copies of AOS notice of action, you shud be fine. You can save tons of money and can be of good use in emergency with the spare cash.
