Yes, you can change the employer after your I-485 has been pending for more than 180 days. This is AC21. The new position should be similar or same to the one you got sponsorship for.
It doesn't matter if your I-140 has been approved by that time or not. AC21 requires 180+ day of pending I-485 only.
However, AC21 doesn't say a word about changing the position after I-485 is approved. So you have to stick with the sponsor (or whoever you end up with by that time) for some period of time. This way, USCIS will recognize your intent as "good faith" one.
you are wrong you can change your intent after your i-485 is pending for more than 180 and i-140 is approved and your i-485 WONT be denied. It is called ac21.

This time you're wrong. A status of I-140 has no influence on AC-21, if it's not denied of course. You can open up INA and check it yourself.
Of course, it's recommended to wait until I-140 is approved for the safery reason, but AC21 allows you to change the employer even if I-140 is still pending.
There is a special memo issued by USCIS which describes how to consider and adjudicate such I-140s. This area is not so grey, as you're saying, but definitely not so clear as everybody would want.

You can also spend some time and find some successful examples of job transition with pending I-140. Hope, you'll do it before saying that I am again wrong. ;-)

It was my understanding that i-140 should be approved. I understand that it might work if is not unless is denied but it is not a slank dunk as it would be if i-140 is approved
 
It would be much safer if I-140 is approved, but even pending I-140 is not the end of the world. However, it complicates the job change.
