Is employer legally permitted to charge visa appl or renewal fee to employee

My employer is asking me to pay the H1 and H4 visa renewal fee. I worked for this employer for 3 years now. I was not paid on the bench and now he is asking for the visa renewal fee from me. Am i legally bound to pay him the visa renewal fee?

Can i actually go back to the employer and ask him to pay for the bench period and let him know that i am not liable to pay him for the visa renewal?

What are my options?

Can anyone suggest me regarding this issue.

I have a EAD and 485 is pending more then 300 days. I am planning to leave this company.

If you change employer and are in a comfortable position and have the itch to sue your former employer
1. You can claim back pay from former employer
I dont think it will be practical or prudent to force employer to bear the H visa processing expenses when they are not ready to bear it. Of course, it is illegal to ask the applicant to bear the processing expenses.
