Is CP possible for Canada PR people in canada.If possible,can i mention Montreal.But i live in Toronto.I think,generally toronto takes time.
Any ideas on this.

does Toronto have the US consulate or embassy? I remember I went to Montreal for my first H1B visa on my passport (again, at that time, Toronto was not an option for me going to get the US visa).

You can go through CP in Canada if are:
1) A canadian citizen
2) A landed immigrant
3) Are working or studying in Canada
4) Have worked or studied in Canada just prior to your stay in the US (if you are now in the US)

The consular post is at Montreal (I am not sure about the west coast, but if you are in Toronto you have to go to Montreal)
