Is COS to H1 possible in this case?

Hello,
This query is for my friend, he attended H1 visa interview at the chennai consulate and was issued 221g, however his wife got a offer to goto US on L1visa. So his consultant is suggesting that he attend the L2 visa interview, get the L2 visa and then come to US on L2 and then we can apply for a change of status to H1. Is this advisable or possible or are there any issues with this since he has a pending query at chennai consulate?

Since 221g reason is not clear, going to L2 will not creat any issue. However the 221g pertaining to his degree/work exp etc, then pending 221g may create problem.

If 221g is sponser related then there will be no problem.

Thanks great_guru. The 221g is related to the employer to provide information such as client details, project details etc..

However would it be a problem to come to US on L2 visa and then convert to H1 staying within US?
