IS CIA check for everybody?

I noticed some people wait for long time for CIA check results, esp after interview. What is this CIA check? is this for everyone? My understanding is that those with straight approval donot need CIA check. Can somebody clear this?

Don't you mean FBI check?
If yes, then everybody goes through one regardless of nationality, EB category etc. The check includes FP verification and check for several combinations of your names (including misspells).
I honestly think that if a CIA check is required the INS won't inform the applicant about it as there needs to be usually a very serious ground for something like that (like the name matching some criminal's or terrorist's).

When I went for my interview the officer clearly stated that my case was approved, that FBI check was ok, but was missing Cia check. Then they are two for sure. In addition I got at that time an stamp in the passport that said that I was pending in this Cia check.
But I think you should not worry for this, because latelly I didn't hear from anybody that the case was pending based on that. Just some unlucky people, like me, that were transfer at the end of last year.

I think that fbi check and ci check are different. FBI check comes into picture during finger printing. They will basically check if the person has any criminal history in USA. The CIA check, i guess, is related to name check. BCIS has a system to check the person's history by his Name. They will enter a person's name and the system checks the person'e name against shortlisted(suspected) names. If there is no match, you are good. If there is a match(if you have a name like osama, sayeed etc), then it needs cia clearance. This is because FBI handles only internal intelligence where as cia handles external intelligence.
It's only my thoughts. It may not be correct.
 
I thought DHS was formed after 9/11 to integrate all these agencies .

Don't they one common system now ?

ty all for inputs, still i am confused. looks like CIA check is only for certain applicants, not all. AM I right?

you are right. CIA check will come into picture only for those whose name check has failed (a part of their name matches a suspected name). The Adjudicating officer will run your name against the System and if it passes, then there won't be any cia check. The suspected names could be names of terrorists, drig dealers, international criminals etc.
