I have seen a post related to this a longtime back -> Sometimes Chennai does accept attorney cert
Send an email explaining your case dtls (Eb2/etc, indicate if it had been a long wait since filing 485) to consulate at Chennai. Their email id is, chennaiIV@state.gov
