Is changing consulate a problem

In the H1 approval paper, it 's mentioned that consulate is chennai.If i go to delhi consulate for visa appoinement, will it be a problem.Did it happend to anybody.Did anybody do that?

My borther went to Delhi though it was mentioned to go to Chennai. He was asked to go Chennai consulate.
