Is attorney certified I-140 still avaliable for Oversea Visa Processing?

I heard that new procedures are carried out for oversea visa processing. Does anyone know anything about the validty of Attorney certified I-140 ? Thank you vey much.

Documents for AC-I-140

The documents to be sent with your applications are :

1) Duly filled DS-230 Part I form for each applicant
2) Duly filled I-169 OF form for each applicant
3) I-130 for each dependents
4) Original I-140 Approval Notice
5) Original I-824 Receipt Notice
6) Forwarding/Hardship letter from your atorney

You have to keep ready the following at the time of your interview :

1) DS-230 Part II for each applicant
2) I-134 for support of evidence
3) Police Clearance Certificate
4) IRS 9003
5) Employment Letter
6) Bank Statements
7) Pay Stubs
8) 2 Photographs
9) Packet 4 forms (Medical etc) sent by the Consulate after
   scheduling interview and Original Interview Appointment Letter.

attorney certified consular processing

So far I know only Mumbai and Delhi Consulate accept AC-I-140 cases. I do not know whether Chennai accepts or not
