Well, it certainly isn't ideal, but that doesn't mean that the letter cannot be submitted.
Make sure that you provide extensive documentation to prove who this person is and what they have done. At the least they should use personal letterhead.
Otherwise, what is to stop me from writing you a letter?
Base your decision on how strong the content of the letter is.
