Is a visitor visa needed for someone already holding a business visa

My bro has got a 10 year multiple entry visa through his employer in India. The visa stamp does not indicate anything about the employer. It says B1/B2. The question is that if he wants to visit me, does he need to apply for the visitor's visa (i.e. the same visa)

My bro - always the cautious person - talked to mumbai embassy. Miraculously someone responded and said come for another visa. I can't believe this now that the date of travel is close. I searched around for a regulation that states this but can;t find anything. Can anyone else provide any input?
 
You (your brother) didn't listen the first time. I am fairly confident the miraculous person who responded was a local employee and not part of the state department!!!
