with all the EB3 being current etc...
Does that mean all service centers are done with backlogs ?

Not exactly, but right now they are moving on clearing 485\'s, and H1B\'s application numbers are going down, so they might wanted
the people waiting because of the PD dates, to apply for their 485 applications and get into the queue now instead of just waiting,
then after few months, they might publish the actual PD cutoff dates and start processing one by one occording to the availabe visas
