IR5 expired in 20 days from issue date?

Hello, my wife and I spent about 2 years and various headaches, filing additional forms, refiling the same forms we previously filed because they claimed they did not receive them, etc. Basically finally got her father's visa approved.

They gave him an IR5 visa but what puzzles us is that it states

IV Issue Date: 02Dec2010
IV Expires On: 22Dec2010

Isn't he suppose to be a permanent resident? Under it states: Upon Endorsement serves as temporary I-551 Evidencing Permanent Residence for 1 Year and it was endorsed with an A# as of Dec 13 2010.

What happens now? A person at the embassy in Peru told him he needs to return to the USA before the 22Dec2010.... What is up with that? Please help/explain, thanks.

Is he allowed to work? I have a business and would like him to help with his metal working skills but his visa also doesn't state anything that he is allowed to work either. Thank you for any input.

Did he actually enter the U.S.? His deadline to make his initial immigrant entry to activate his lawful permanent resident status is Dec 22, 2010. Once he enters (or enetered?) he gets an I-551 stamp in his passport which signifies his LPR status as of that date of entry (Dec 13, 2010?). The actual card is produced and mailed to his U.S. address in 3 or 4 weeks. All LPR's are authorized to work, he may have asked for a social security number be issued among his immigrant visa paperwork, if not, he needs to apply for one.

There could be only two reasons why his visa has those dates.

1. His PCC was valid for certain days depending on the issuing country and that might be expiring on or about Dec 22.
2. His Medical for US immigration is expiring on or about Dec 22.

He will only be a permanent resident once he enters US, at this time he merely is just in possession of a immigrant visa only and is not a LPR.
Make arrangements immediately for him to come before Dec 22.
