Invoke Ac21 will cause transfer?

My current employer is not my GC sponsor. USCIS asks for EVL from both my current employer and sponsor. I provided both letters to my lawyer, however, my lawyer is unwilling to explicitly invoke Ac21. He said, the may cause a transfer.

Will invoke Ac21 cause transfer?

Did you get RFE asking for EVLs?
Invoking AC21 does not automatically trigger a transfer.
