Interviewing for a New Job

I\'m currently employed at a company and I want to look for a new job after my 3-year H1B visa expires. At what point of the interviewing process do I need to tell the interviewer that I am not a U.S. citizen? If I already have an H1B visa, I can start working for a new company as soon as they filed the visa, right? The cost for the new company would still be the $1,100 INS fee?
