Interview for Quebec

Does anyone know is it possible to be waived from interview for immigration application for Quebec? I know many federal applicants have been waived. Thanks.
 
I had applied through the Quebec process. I obviously had to go for the interview at Quebec consulate in NY. However, the Federal interview was waived.
