Interview Date Question

Ok I'm on a marriage GC and applied back in Oct (2 and a half months before my 3 years PR is as suggested). I now have my interview for naturalization a week before my actualy 3 years of being a PR is. Is this common? I thought they only do the interviews after your official 3 year date?

The only thing I can think of is that they just can't swear me in if I pass the interview that day. Anyone else experience this situtation?

Another questions is why in the letter it suggests (but is not required) to bring 2 more passport photos? If it's not required then why would I spend $8 more money to get them done if they're not required? The only thing I could think of is for getting an actual passport, but I would think I have to do that on my own?
 
I submitted 4 photos (my lawyer suggested it). When it came time to write my name on the photos (one of the things you do in the interview) the IO didn't like the way I did the first one, so I did two more.

Well it's still strange why they say it's not required at all. After all they already got my two photos in the N-400. I can see if it's mandatory, but it's not. Why would I waste my time and money getting yet another set done?
