International student with TD status ineligible for the OPT (Optional Practice Training)?

Hi all, here I have a question,

My wife is attending school with TD status, the school official said only F-1 international students can take the OPT work permit, we are not sure what the immigration regulation says about this.

Did the regulation explicitly rule against it? -- TD foreign students are not eligible to take the Optional Practice Training?

What information can we get to be used to persuade the school officials?

OPT and CPT are only available to F-1 non-immigrants.
