interim ead 90 day question

1.Can someone please tell me whether the 90 day rule for interim ead begins from the receipt date or the notice date of the 765 application? For me these dates are 5 days apart, hence it matters a little bit

2. Is it true that Newark,NJ INS has stopped issuing emergency Advance Parole? A friend of mine went there on monday 03/29 and was told that ..
