INDIA CUT-OFF DATE LISTING India is no longer considered to be "oversubscribed", since the cut-off dates listed in the "All Chargeability Areas Except Those Listed" column apply in all visa categories. Therefore, the India listing has been dropped from the monthly Visa Bulletin.

What does that mean? Is it because all emp based categories are current? Family based categories are still way backlogged.
