Interesting article on ability to pay

Thanks for posting this article. I forwarded to my lawyer. My cousines were badly done misinterpreting this memo. Their I140 was denied. As of now, their application is forwarded to Administrative Appeal office.
 
Eye Wash

I think its only an eye wash. Their actions don't match their words.

Hope they would show this in action from now on and approve the rejected cases.
