Intent to deny

What is actually "intent to deny"? Does it mean "denied" or one can do something still?

Some adjudicators deny outright, while some first send a notice of "intent to deny".

It's kind of RFE but it gives you less time for reply and you need to find strong arguments to get favorable decision.

Oh, I see. So it's not an actual denial if you have something to prove the deny wasn't right in 1st place.

Right, it's not a denial but very close to it
