The way I read it is that US immigration laws are based on intent, and that by becoming a naturalized citizen you are reaffirming that it was and is your intent to reside in the US in order to become a citizen. The same goes when you become a legal resident: it is your intention to reside permanently in the US.
However, with naturalization laws there is no requirement that you actually must reside in the US after you become a citizen. It's just that it was and is your intention to do so.

But there is that caveat that if the Naturalization Laws do change and require us to be in the US, then we must abide by them. This is a blanket statement designed to protect the interests of America. For example, at the time of war, they may change the laws to require all Natz citizens to come back to be drafted or something. Or they may go back to the way the laws were where a Natz citizen had to live in the US for 2 years (I believe) before leaving - otherwise his/her status as a citizen could be considered abandoned.
