Instructions unclear for miscellaneous services.

I sent in my child's application for renewal of the OCI due to getting a new US passport, however Travisa says that they cannot process the application without the old US passport with the original OCI visa.

Travisa's email to me says that the old US passport with the OCI sticker needs to be included with the application. However, in the instructions list it says enclose a copy of the old passport with the registration certificate (which I did). Has anyone experienced this before?
 
I never transferred OCI, but did transfer a child visa once, and yes they did require you to give both the passports.
 
Happened to me too. I called them up and they say that you have enclose your old passport. I was tempted to say that I lost it, but oh well. The instruction clearly state that they only require a copy, not the original. It seems that TraVisa has more onerous requirements than the consulate (including 2 copies of everything). Plus, their phones always come up busy when you call and when the phone did ring, the wait time was more than 45 minutes. I was much happier when we dealt with the consulate directly.
