INS uses ND, PD and the EAC number while processing. Here is how it works:
All EB-485 (EB1 or EB2 or EB3) applications having ND in a particular month are taken off the shelf. Applications with the same ND are sorted according to the PD. Applications with the same PD are sorted according to their EAC numbers. They are then processed accordingly. If the PD is not current, the application is set aside.
