INS Restructuring

I read in detail of the restructuring.
It has the following features:
1. Chain of command for Border Patrol change from today.
2. Detention and Removal change
3. Juvnile care change
4. Appointment of new Chief Financial Officer to take care of Fin.
5. Appointment of new Chief Information Officer for integrating Info systems etc.
Except the first two, other three are again bueracratic in the name
of "restructuring".
The theme of restructuring is "No restructuring" for unfortunate souls
like us waiting for GCs over Years!

Restructuring bill passed by House
1) No visas to be issued to any citizens of rogue countries ( see Rajiv Khanna home page for names of countries ).
2) All new visas and passports to have fingerprints and retina scans.
3) All foreigners visiting US will need to have machine-readable and wash-proof travel documents ( I think the personal data in Indian passports is written with ordinary ink ).
I saw this on the C-SPAN channel on TV today. Does any of this make you feel that our I-485s are going to move faster ? When George Bush and fellow paranoid Americans say "Restructuring" they mean -"every foreigner is a terrorist and will be treated as one even if proved otherwise ".
