information requested regarding social security

My brother-in-law is coming for a project on L1 very soon. My sister will accompany him. My borther-in-laws client site is in a diffrent state than where I live. Since this is the first time my borther-in-law is coming to USA for a job my sister will stay with me till my brother-in-law settles down in the job and the place.

Both are coming for the first time and do not have SSN. My brother-in-law and sister will apply for SSN after they arrive. My brother-in-laws client site is in a different state than where I live. My question is when they apply for SSN do my brother-in-law and sister have to be in the same state( or location doesnt matter?)? Does one have to physically go to
social security office to apply for SSN? I applied for SSN long time back and the rules may have changed by now.

I think physical presence at the time of application is required. Best is to call the local social security office and find out. Like BCIS- ASCs SSA offices have also become geographical tyrannical intrepreters of law and independent.
